The Galen Institute has released its policy paper on health insurance exchanges, titled What’s Wrong with Health Insurance Exchanges, authored by Rita E. Numerof, Ph.D., President of Numerof & Associates, Inc.

The paper describes why health insurance exchanges as defined by PPACA are unlikely to increase access or improve health outcomes. It explains the problems that states will likely face if they go down this path, and why legislators would be better served by focusing their efforts on reforming their existing health insurance markets.
